They had called this out multiple times to the DEI-hire head of the Service and been refused assistance. In those circumstances their zone of responsibility necessarily had to contract to the immediate area around the President. Nearby rooftops were delegated to state and local police. In turn this created a coordination problem that armed men on the rooftops might be part of the police security operation. Potentially the wilful under-resourcing of the Secret Service detail is the root cause of the failure. Not to deny other alternative explanations.
The understaffed argument while accurate and valid (they have been asking for augmentation to his protection detail and been rebuffed by the DEI girl-boss - could have easily been addressed by posting one observer on the water tower, that is the high point for miles. And as for radios, how is it the SS advance team didn't ensure their one force multiplier (communications) was seamless?

Question: Why did the secret service agents allow Trump to stand up? If this shooting was a surprise to the USSS, then how did they know it was safe to let the president stand up immediately after only one shooter had been taken out?
